Steven Lapp is a partner focusing his practice in the areas of construction and renewable energy law. He represents renewable energy firms, contractors, suppliers, and sureties, as well as other Connecticut-based businesses and public and private educational institutions, in dispute resolution, legal compliance and regulatory matters.
Steven counsels clients regarding negotiation and drafting of construction contracts, bid procurement and project delivery, licensing and other regulatory compliance, and resolution of government investigations and agency enforcement actions. He also assists clients in dispute resolution related to complex construction issues such as contract breach, delay and productivity losses, extra work claims, payment entitlement, design defects, mechanic’s liens and bond claims.
In his renewable energy practice, Steven counsels clients in all areas of Connecticut compliance and regulatory matters, including legal requirements involving the intersection of renewable energy, construction, contractor licensing, consumer protection law, property tax assessment, and technical matters regarding renewable energy incentive offerings. He also represents clients in related dispute resolution proceedings, including mediation, arbitration, litigation, and CTPURA proceedings, as well as in relation to state agency investigations and regulatory enforcement actions.
In addition to his construction and renewable energy practice, Steven is also a skilled commercial litigator, with experience in a diverse range of business and commercial disputes, including “business divorce” disputes between owners of closely held business entities, business valuations, compulsory buyouts, and claims for breach of contract, business torts, CUTPA violations, as well as easement enforcement and adverse possession claim, intellectual property litigation, and land use and zoning matters.
For more than 10 years, Steven has been a contributing author to the Connecticut chapters and annual chapter supplements for Wolters Kluwer’s Fifty State Construction Lien and Bond Law and Wolters Kluwer’s Fifty State Architect, Engineer and Contractor Licensing legal treatises.
