Matthew Fitzsimmons is a partner in the firm’s State Attorneys General and Data Privacy and Protection Practice Groups. He counsels clients on defending against and responding to data breaches, handling investigations and complying with data privacy laws and regulations. He leverages the combination of his law enforcement and in-house corporate experience to provide clients with specific guidance they can act upon to maximize the use of their information assets while also protecting them.

Matt was formerly the U.S. Privacy Officer and Lead Cybersecurity Counsel at Cigna Corporation, where he also previously served as the head of Cigna’s Privacy & Information Protection Compliance Office. While at Cigna, Matt handled complex privacy and information protection matters covered by all state and federal privacy laws and led the firm’s incident response team in investigations, breach notification and incident management. He also managed the company’s privacy training program and oversaw the implementation of privacy-related legislation and regulation.

Prior to joining Cigna Corporation, Matt served for 11 years as an Assistant Attorney General for the State of Connecticut, first in the Consumer Protection Department for 5 years, then as head of the Privacy Task Force for 4 years and the head of the Connecticut Privacy & Data Security Department for 2 years. In this capacity for six years with the first such organization focused on Privacy within a state attorney general’s office in the United States, Matt was lead attorney on all data security and privacy matters, including data breaches. Matt also led numerous high-profile multistate investigations and negotiated settlements involving privacy, data security and consumer protection issues with leading technology, financial and health care firms.

Matt is a frequent speaker and presenter on data privacy and security issues at programs sponsored by national and international business and professional groups.
