Bullying behavior--taunts, threats, intimidation, physical attacks and exclusionary conduct--may constitute illegal discrimination when based on race, ethnicity, gender, religion, sexual orientation, disability or other protected and/or individual characteristics.  Drawing from Statutory Authority, Office of Civil Rights guidance and recent cases, the presenters will provide the latest legal guidance in this evolving area, and will focus on developing appropriate policies, conducting effective investigations, and avoiding litigation.

Participants will receive guidance on topics such as:

  • Identifying when bullying may constitute discrimination
  • Cyber-bullying and responding to off-campus misconduct
  • Developing intervention strategies and appropriate policies
  • Coordinating and applying relevant policies to address bullying, such as sexual harassment and Section 504 policies
  • Conducting effective investigations
  • Best practices for responding to bullying complaints
