A year ago, federal prosecutors portrayed Andrew B. Huang of Cromwell as a secretive, high-flying entrepreneur who brokered a multimillion-dollar deal between the Chinese military and Iraq that violated U.S. sanctions against the regime of Saddam Hussein. On Tuesday, they let him walk.
