Environment, Energy and Land Use Legislative Update

The 2013 deadline for committees to favorably report bills to the House or Senate has passed except for the “money” committees (Finance and Appropriations).  Any bills that have not been  favorably reported are dead; the bills that have been reported constitute the pool of remaining or surviving bills (although the contents of the dead bills could still show up later as amendments).  Most of the surviving bills have been assigned file numbers and include a fiscal note explaining the bills fiscal impact and a bill analysis providing a plain-language summary.   To view the text of a bill, its fiscal note or bill analysis, select the “File No.” link to the right of the bill in the table below.  

The next step in the process for most of the bills listed below is either (1) referral back out to committees that the bills should have visited during the committee process, but did not; or (2) action by the respective chambers.  To view the latest action for a bill select the “Bill Status” link to the right of the bill in the table below.  To check on whether the House or Senate is ready to vote on a bill, first refer to the House or Senate Calendar to see if the bill is double-starred (marked “XX”); bills with only one “X” are not ready for action.  Next, for House bills, check the “Go List” on session days to see if the bill is scheduled for a vote.  The calendars and “Go List” are available on the General Assembly's main webpage:  http://www.cga.ct.gov
