Environment, Energy and Land Use Legislative Update

The 2008 legislative session is underway. The session is a "short session" – it opened on February 6 and will adjourn on May 7, 2008. This is the first installment of Shipman & Goodwin's 2008 Environmental and Land Use Legislative Update; it provides a list of Committee Chairs, important session deadlines and bills of interest to date. All indications are that it will be a very busy session for environmental and land use issues however, the bill list is relatively short at this time because many of the proposed bills have not been drafted yet.

As in the past, the purpose of the bill list is to provide a list of pending environmental and land use bills that may be of interest to our clients and friends. The bills can be reviewed at a glance and provide an easy method to get additional information regarding the ones that are of interest to you. The list will draw mainly, but not exclusively, on bills filed with four committees: (1) Environment; (2) Planning and Development; (3) Transportation; and (4) Energy and Technology, and will be updated periodically throughout the legislative session.

Most of the Committee Chairs are returning from the previous session with the exception of the Senate Chair of the Environment Committee. The Committee Chairs of interest are listed in Table 1:

Because this is a short session, the Committee deadlines are compressed leaving relatively small windows of time for raising, hearing, and acting on bills. The deadlines vary by Committee as shown in Table 2 below:
