Environment, Energy and Land Use Legislative Update

The 2007 legislative session is underway. This is a "long session" – it opened on January 3 and will adjourn on June 6. This is the first installment of Shipman & Goodwin's 2007 Environmental and Land Use Legislative Update; it provides a list of Committee Chairs and important session deadlines.

The next update will return to the same format as in past years of providing a list of pending environmental and land use bills that may be of interest to our clients and friends. As in the past, the purpose of the list is to provide a list of bills that can be reviewed at a glance and to provide an easy method to get additional information regarding the ones that are of interest to you. The list will draw mainly, but not exclusively, on bills filed with four committees: (1) Environment; (2) Planning and Development; (3) Transportation; and (4) Energy and Technology, and will be updated periodically throughout the legislative session.

Most of the Committee Chairs are returning from the previous session with the exception of the House Chair for the Planning and Development Committee and the Senate Chair for the Transportation Committee. The Committee Chairs of interest are listed in Table 1:

To access each Committee's website and full membership list, click on the Committee name in the table above.

Proposed legislation may be introduced by members (proposed bills) or by the act of a Committee (Committee bills). The deadline for members to introduce proposed bills was January 12. The deadlines for Committee bills vary by Committee as shown in Table 2 below. The Joint Favorable deadlines are slightly earlier than in previous years so expect the Committees to be busy earlier in the session with meetings and public hearings.

Table 2 contains the proposed bill deadlines as well as the deadline for Committee bills, raised bills, the public hearing deadline, and the joint favorable report deadline:
