Environment, Energy and Land Use Legislative Update

All of the subject matter committees have passed their favorable report deadlines, except the Appropriations Committee (April 4) and the Finance Revenue and Bonding Committee (April 6). Bills that have been favorably reported to the floor are assembled into a "file" which contains any substitute language approved in committee, a fiscal note, and a plain-language summary. Most of the "files" will be available by April 1 (check the "Bill Status" page using the links below). The file copy is the official version for purposes of discussion and debate.

Bills which have not been favorably reported to the House or Senate floor before a committee's deadline are dead. Of course bills that died in committee could resurface later as amendments. To check for called or uncalled amendments, go to the "Bill Status" page and look for links to amendments or search all amendments from the General Assembly's website search page: http://search.cga.state.ct.us.

Bills reported to the floor may percolate back out to subject matter committees after receiving a file number. When a committee receives a bill referred from the floor, it must act on the bill in the lesser of (1) seven calendar days after the referral; or (2) the third session day of the chamber making the referral or the bill is dead. The session ends May 3, 2006, so committees will be under increasing pressure to meet and act quickly as that deadline approaches. In short sessions, committees may be less likely to amend the bills referred from the floor (and instead may defer such amendments to the floor) for a variety of reasons including the necessary delay associated with creating a new file. Another good reasons to check for filed amendments.
