Environment, Energy and Land Use Legislative Update

Over the coming two weeks or so, committees will be holding their final public hearings and voting on bills before their respective joint favorable report (or "JF") deadlines. The JF deadline is the last date that a committee can vote one of its bills out of committee. The JF deadlines of interest are as follows: Transportation – March 10; Energy and Technology – March 11; Planning and Development – March 14; and Environment - March 17. Bills that are not voted out of committee by the JF deadline are dead with some rare exceptions.

Committees can report a bill directly to the full House or Senate or can refer the bill to another "committee of cognizance" that has a later JF deadline. Once a bill is favorably reported to the House or Senate, the Chamber can then refer it back out to any other committees of cognizance that the bill should have visited but which were beyond their JF deadlines. So if you are tracking bills now is the time that they bounce around to various committees that relate to the subject matter of the bill. Those committees generally do not hold additional public hearings but must act on the bills within a certain deadlines or the bill is dead.

The table below contains bills that may be of interest but is not a comprehensive listing of bills. The "Bill Status" link provides a short description of the purpose of the bill, a link to the bill text, and information regarding its status in the legislative process, proposed amendments, committee reports, and vote tallies. The bill status website information is updated automatically so it is always current. If you are looking for a bill that is not listed below, visit the General Assembly's main webpage (http://www.cga.ct.gov) and search by bill number or key word.
