Environment, Energy and Land Use Legislative Update

This is an important time of year for bills to make their way to the House and Senate Calendars and to percolate back out to subject matter committees that, for whatever reason, they did not visit them during the committee process (but should have based on the content of the bill). Committees that receive bills after their JF deadline from the from the House or Senate must act on them in the lesser of (1) seven calendar days after the referral or (2) the third regular session day of the chamber making the referral. This time of year, it tends to be the former, but by the end of May, when the frequency of session days increases, it may be the latter. If the committee fails to act on a bill or if it “boxes” a bill, the bill is dead. Committees can report bills favorably, unfavorably or favorably with amendments.

Once returned from committee, the next step for many bills will be action by the House or Senate. To check on whether the House or Senate is ready to act on a bill, first refer to the House or Senate Calendar to see if the bill is double-starred (marked “XX”); bills with only one “X” are not ready for action. Next, for House bills, check the “Go List” on session days to see if the bill is scheduled for a vote. The calendars and “Go List” are available on the General Assembly's main webpage: http://www.cga.ct.gov. The table below contains a select list of bills of interest; it is not an exhaustive list of bills.
