Environment, Energy and Land Use Legislative Update

The Joint Favorable ("JF") reporting deadlines for most of the committees of interest have passed.  As a result, most of the bills of interest that are alive and in play can be identified and are listed in the table below.  There are a few other bills that were referred to other committees with later JF deadlines (e.g., Appropriations Committee – April 26, and the Finance Revenue and Bonding Committee – April 27) that may still receive a JF report.

Bills that have been favorably reported to the floor are assembled into a "file" which contains (1) the bill text with any substitute language approved in committee; (2) a fiscal note; and (3) a plain-language summary.  Some of the bills have files already and the file numbers are listed below.  For the rest of the bills, the initial files should be ready in the next two weeks (you can check on the availability of the file by selecting the "Bill Status" links below).  The table below contains the following abbreviations:  JF – Joint Favorable; JFS – Joint Favorable Substitute; CR – Change of Reference; and FL – Floor (of House or Senate).

Bills reported to the floor may be sent back out to other subject matter committees after receiving a file number.  The committee of reference can favorably report the bill back to the floor as is or with substitute language or kill the bill.  Also, keep in mind that bills or concepts that died in committee could resurface later as amendments.  To check for called or uncalled amendments, go to the "Bill Status" page and look for links to amendments or search all amendments from the General Assembly's website search page:  http://search.cga.state.ct.us.
